AUSTIN, TEXAS (May 22, 2009) – McGinnis, Lochridge & Kilgore, L.L.P. today announced that attorney Phil Haag has joined the firm as a partner in the firm’s Austin headquarters. He was previously a shareholder at Winstead PC.
Mr. Haag joins McGinnis, Lochridge & Kilgore’s environmental, real estate and administrative law practice groups. He brings 30 years of experience that includes representing client matters before the U.S. Environmental Protection Agency and the Texas Commission on Environmental Quality; resolving land use issues for real estate developers and landowners ranging from water/wastewater matters, annexation, and platting to entitlement and permitting; and representing public and private water entities and utilities on issues such as water supply, rates, permits, contracts and disputes.

Mr. Haag graduated from the Southern Methodist University Dedman School of Law and holds a B.A. cum laude from Cornell College (Mount Vernon, Iowa). He is a member of the Real Estate Council of Austin, the Association of Water Board Directors, the Texas Water Conservation Association and the Texas Rural Water Association.
Also joining Mr. Haag at McGinnis, Lochridge & Kilgore is former Winstead attorney Scott Rhodes. Mr. Rhodes, an associate, also practices environmental, administrative and real estate law, with experience in matters including water law, water utilities, land use and real estate finance. Mr. Rhodes graduated summa cum laude from Baylor Law School and holds a B.B.A. in finance from The University of Texas at Austin.
