Lecelle’s practice focuses on environmental law and litigation on behalf of private industry clients. Lecelle’s practice also involves representation of electric and water utilities and local government entities concerning diverse administrative and regulatory matters. She has extensive knowledge of federal, state, and local laws and procedures.
Prior to joining McGinnis Lochridge, Lecelle was a member of her previous firm’s Public, Regulatory, and Environmental practice group. She also served as an Assistant Attorney General in the Environmental Protection Division of the Office of the Attorney General of Texas. There, she represented the state and state agencies in litigation and enforcement proceedings related to environmental, public utilities, and natural resource issues. Lecelle also previously worked with the Air Quality and Air Monitoring sections at the Texas Commission on Environmental Quality (TCEQ).
