Lecelle’s practice focuses on environmental law and litigation on behalf of private industry clients. Lecelle’s practice also involves representation of electric and water utilities and local government entities concerning diverse administrative and regulatory matters. She has extensive knowledge of federal, state, and local laws and procedures.

Prior to joining McGinnis Lochridge, Lecelle was a member of her previous firm’s Public, Regulatory, and Environmental practice group. She also served as an Assistant Attorney General in the Environmental Protection Division of the Office of the Attorney General of Texas. There, she represented the state and state agencies in litigation and enforcement proceedings related to environmental, public utilities, and natural resource issues. Lecelle also previously worked with the Air Quality and Air Monitoring sections at the Texas Commission on Environmental Quality (TCEQ).

  • Represented the TCEQ in proceeding for violation of state air emissions regulations
  • Represented TCEQ in proceedings for violations of state municipal solid waste regulations
  • Represented TCEQ in proceeding to recover grant funds distributed under the Texas Emissions Reduction Plan (TERP)
  • Represented the Veterans Land Board in eminent domain and condemnation proceeding
  • Assisted with representation of private industry client in contested case hearing for an air permit from the TCEQ
